Revaluation of the minimum wage, free condoms, disappearance of the red stamp, revalued basic pensions, apprenticeship bonus... What changes on January 1, 2023

As with every new year, several changes are to be expected in the daily life of the French.

The minimum wage earns 24 euros

The minimum growth wage (Smic) is automatically increased by 1,8% due to the rise in prices. It increases to 1.353 euros net monthly, an increase of 24 euros. Gross, for a full-time 35-hour week, the monthly Smic rises to 1.709 euros and the hourly Smic to 11,27 euros. In the public service, the salaries of the 410.000 lowest paid agents will also be increased by 1,8% on January 1, 2023.

Apprenticeship bonus, a boost for minors

The premium for hiring apprentices will be 6.000 euros in 2023 for a minor as for an adult under 30 years old. Currently, this aid is 5.000 euros for a minor, 8.000 for an adult.

End of the red stamp in favor of a more expensive dematerialized service

La Poste will replace its red stamp for urgent letters delivered the next day with a dematerialized version. The new formula, called “red e-Letter”, will allow documents of up to three sheets to be sent to the laposte.fr site or to a post office, via an automatic machine or with the help of a postman. The document will be printed near the addressee, put in an envelope and distributed the next day if it was sent before 20:00 p.m. The service will cost 1,49 euros, compared to 1,43 euros for the current red “priority letter” stamp.

The revalued ecological bonus

The amount of the ecological bonus for the purchase of an electric car is increased to 7.000 euros for half of the households, the most modest.

Free condoms

All young people under the age of 26 can now obtain free condoms at the counter of pharmacies.

Disability: extended assistance

People who are deaf and blind or have intellectual, cognitive or psychological disabilities will be able to benefit from the Disability Compensation Benefit (PCH). This funds a carer in order to obtain assistance in carrying out certain acts of daily living.

Doubling the rate of new PELs

For the first time in 22 years, the rate of remuneration of housing savings plans (PEL) signed from January 1 will increase, to reach 2%, against 1% today.

Basic pensions revalued

Pensions will be increased for the third time this year. After having gained almost 1% in January 2022 and 4% in July, the basic pensions of the CNAV, the CNRACL, the CNAVPL, the SRE or the ASPA will increase by 0,8%. This increase should concern 14 million retirees. The solidarity allowance for the elderly (ASPA), also called minimum old age, will also increase. It will be increased to 961 euros per month for single people and 1 euros per month for couples.

Thermal colanders

In mainland France, dwellings consuming more than 450 kilowatt hours per square meter per year according to their energy performance diagnosis (DPE) can no longer be rented or re-rented. They will henceforth be considered as indecent, like unsanitary accommodation or accommodation without a kitchen.

Rental investment: something new for Pinel

The Pinel device is split into two from January 1, 2023. On the one hand, a Pinel+ device is created and retains the same tax reduction rates as before but with additional conditions to be met. On the other hand, the advantage is diminished for other investments within the framework of a “classic” Pinel. As a reminder, the “Pinel” device is intended for future owners who intend to rent their property: they are entitled to assistance with the purchase if they undertake to ask for a rent lower (in theory) than the market price. The tax advantage linked to the Pinel will depend on the amount of your initial investment (within the limit of several ceilings) and the rental period chosen (6, 9 or 12 years) as well as, henceforth, on the fact that the property respects or not certain energy or comfort standards.

7 additional rare diseases screened for in newborns

Screening for rare diseases offered to parents of newborns will be extended. Indeed, from January 1, 2023, it is no longer six rare diseases that will be screened for as part of the neonatal screening program (in addition to permanent neonatal deafness), but thirteen. In addition to congenital hypothyroidism and cystic fibrosis in particular, there are six new rare pathologies such as homocystinuria and leucinosis. Note that if these tests are systematically offered at birth, they require the consent of the parents.

Reusable tableware in fast food restaurants

No more burgers in a cardboard box or soda in a paper cup: since January 1, in all restaurants, disposable tableware is prohibited for table service.

In fact, it is especially fast food that is forced to change its habits: from McDonald's to KFC via Burger King or Subway, all the major brands will have to comply. Under the anti-waste law  adopted in January 2020, only the paper that surrounds the sandwich (and prevents it from falling apart when eaten) will remain authorized.

The change of name by decree becomes free

This is the procedure when you want to change your name, except in the case of a francization of your surname in the context of an application for French nationality or the adoption of the name of your other parent. The change of name by decree becomes free from January 1st. Until now, the publication of an announcement in the official journal cost 110 euros.
