From Irma, the Directorate of Regional Planning and Town Planning, made up of 16 agents, has processed 680 Irma Preliminary Declarations, 710 Planning certificates, 180 Prior declarations, 165 Connection requests, 5 Planning permits, 195 Building permits, 5 Demolition permits, 22 Work authorizations, 613 Works reports, 42 written reports, 325 Declarations of intent to dispose of, 47 Temporary occupation authorizations.

After recalling that there was no "double speed treatment for one part of the population or for another", the president of the COM gave the history of the town planning rules put in place since the month January 2018, after the publication by the State of the new marine submersion chart "in order to simplify the procedures and allow a rapid start of the reconstruction".

The Collectivity created the Irma Prior Declaration (DPI), in force until March 31, 2019. This authorization only concerned individual houses and collective residential buildings. “I want to stress here so that everyone understands, that this authorization is valid for two years, renewable for one year. The owners therefore still have time to start their work ”insisted the president.

The community having the responsibility of guaranteeing the security of its citizens, the town planning code has been modified in order to authorize the executive council to postpone deciding on town planning permits while waiting to refine its knowledge of the risks post IRMA for certain reconstruction or construction projects.

In March 2018, the COM modified the construction and housing code and introduced the obligation of a secure room with concrete walls and ceiling and a reinforced door, per dwelling or group of dwellings for any new construction of house, to put its occupants in safety during cyclonic events. The objective is also, ultimately, to reduce the need for cyclone shelters and the need for emergency evacuation.

In April 2018, the COM implemented a modification of the POS which allowed an initial regulatory evolution, "suitable for promoting economic development and the emergence of public projects while awaiting the development of the Saint-Martin Urban Plan (Plan planning and development of Saint-Martin) ”.

“Since April 1, 2019, we have therefore fallen back into the rules of town planning under ordinary law: that is to say the Prior Declaration for repair work - the Building Permit for reconstruction work or new construction - Authorization of works for establishments that receive the public, ”continued Daniel Gibbs. And to assure: “from Irma we are in a permanent dialogue with the inhabitants on the questions of town planning. "

The president also recalled that the Collectivity had set up permanence at the urban planning office but also in each district in order to listen to the population and inform them about the procedures.
