The second cycle of consultation of the population within the framework of the revision of the PPRN continued on Tuesday in Marigot and ended yesterday evening at Sandy Ground
As part of the second cycle of consultation with the population for the revision of the natural risk prevention plan (PPRN) launched on June 29 in Grand Case, the State services exposed to the inhabitants of the Marigot area on Tuesday July 6 in the multipurpose room of the Mont des Accords college, reconstruction and construction conditions depending on the risk areas.
"This time of exchanges with the population, recalled the prefect Serge Gouteyron, is a preparatory work for the public inquiry which should take place in September". The objective of this second phase is therefore the drafting of a document which will then be submitted to a commission of inquiry in each of the districts of the territory. "It is a document which could be amended in the light of the comments of the inhabitants and it is only after a decree will be drawn up that I will sign, I hope, at the beginning of October" he added.
Four zones have been defined according to the risk of marine submersion and the importance of the mechanical shock of the waves: zones of low, medium, high and very high risk. Zoning refined thanks to a new tool, Litto3D: a unique and continuous land-sea altimetric database giving a three-dimensional representation of the shape and position of the ground on the coastal fringe of French territory.
The regulatory project was established by confronting the challenges of the territory to the cyclonic hazard and in partnership with the COM. "Reconstruction is authorized in all areas, provided that vulnerability is reduced, and new constructions are also possible in all areas but with conditions (no place to sleep in the dark red area for example, editor's note)" summarized the prefect. The DEAL receives all individuals who request it by appointment.
