Reform of the RSA in Saint-Martin: the implementation methods are still not found!

The President of the Republic announced it during his trip to Saint-Martin at the end of September 2018: he "wanted" that the active solidarity income be dematerialized on the territory.

"We have to pay it differently, be more demanding, better control," admitted Emmanuel Macron. "The consultation will be led by the delegated prefect, proposals have been made by the community. I think that this is a territory which is entirely suitable and proposals will be made so that the government can take the decisions at the end of the year, "he said. He also announced the implementation of the measure in the first half of 2019.

In this perspective, the government had included the reform in the 2019 finance law voted on December 28, 2018 by the deputies. Article 268 provided that “the service of the RSA [may] be carried out on an experimental basis by the delivery of a payment order issued by CAF in Guyana, Mayotte and Saint-Martin. This payment instrument [would allow] the withdrawal of fiat money from credit institutions ”. In addition, "this payment voucher [would be reserved for direct purchase operations for the benefit of all trade and for the payment of services for the benefit of legal persons and communities in the territory of the European Union", stated the law. which also specified that only a part of the allowance (between 50 and 70% of the obligatory amount) would be concerned by the reform; the terms of payment and use to be fixed by decree of the Council of State.

The reform was to come into force on July 1 according to the finance law, but its implementation was delayed; the prefect Sylvie Feucher in charge of consultations with the COM, had explained that one of the difficulties of implementation was to ensure that no diversion of the device could be committed as it had been the case with the Cohesia card after Irma.

At the start of 2020, the reform is still not in place and does not appear to be on the point of being. In fact, in the document presenting its budgetary guidelines for 2020, the Collectivity reveals that the working group formed with the prefecture's services was unable to "provide concrete solutions due to the innovative nature of this form of redistribution". COM adds that it "will take charge in 2020 of a feasibility study of the system".

On Tuesday, MP Claire Guion-Firmin questioned the Minister of Overseas on the subject. "This demonetization seems to have been postponed sine die," she comments. And  to ask if Annick Girardin "can shed light on the difficulties encountered in this dossier and to commit to a specific date of entry into force of this important experiment for Saint Martin".

This year, the RSA should represent an expenditure of 15 million euros for the COM.
