Repair of the road network: The first phase of the work will begin with Boulevard de Grand-Case at the end of the month

The executive brought together at the end of last September, the operators of works intervening on the road network of Saint-Martin, within the framework of the site of the burying of the electric networks, the optical fiber and the rehabilitation of the networks. of water and sanitation, launched by the Team Gibbs mandate after Hurricane Irma.

The heads of the Water and Sanitation Establishment, Dauphin Télécom, MSR Cable TV, EDF and SAUR were present at the invitation of the President of the Collectivity.

Two objectives for the President: to announce the start of the first phase of road repair from the end of October 2020 and to impose a schedule and coordination of work between the operators.

 

A first phase of repair from Oyster Pond Recreational Roads in 2020 and 2021

The Collectivity is preparing to launch its 2020-2021 program to renovate the main road axis running from the Agrément border to Oyster Pond. The public contract inherent in this program is in the process of being notified.

The Chairman asked the company holding the contract to begin the first phase of work at the end of October 2020 via Boulevard de Grand Case. The overall repair of the road surface (asphalt) will be carried out in successive stages, taking into account the burying work of the electrical and fiber networks and of the water and sanitation networks still to be carried out.

This program amounts to 3 million euros. The CEO of the Living Environment Delegation, Andy Dabricot, held a technical meeting with the work operators on Thursday, October 1, in order to organize the planning of the sites.

President Gibbs reminded operators that once the road sections have been resurfaced, it will be strictly forbidden to dig the asphalt without the prior authorization of the Collectivity (decree of the President). Once this official authorization has been obtained, the company carrying out the work (electricity, fiber, water, cable TV) must imperatively restore the road. The company will have to use asphalt to fill and no longer just concrete.

The operators have undertaken to scrupulously follow this method, which will be recorded in the territorial works decree. The President also asked that companies do not wait several days before filling a hole in the road after their intervention.

“You also have your responsibility. I ask you to proceed systematically to the filling of the holes, it is a question of the safety of our fellow citizens ”, recalled the President of the Collectivity.

 

A second phase of repair of the RN7 of Terres-Basses to Approval over the period 2021-2023

The Executive Council validated the 2021-2023 road network renovation project, on the main axis from the Terres-Basses border to Agrément. In addition to the laying of a new coating (asphalt) and the development of sidewalks, this project also includes the reinforcement of structures, various curative interventions, horizontal and vertical signage and the repair of guardrails, at a cost. total of 2 million euros; the credits will be requested within the framework of the Convergence Contract (50% State / 50% COM).

The works will be carried out in installments, they will begin in the second half of 2021 and end in 2023.

 

Progress report on the work landfill

If EDF has almost completed the burying of the electrical networks after 3 years of intensive work and 80km of lines treated, the installation of optical fiber by SAS Tintamarre and associated operators and the renovation of water and sanitation pipes by the EEASM will require several more months of work.

EDF, which still has to complete a section in Morne O'Reilly and Rambaud, indicates that it will have completed its landfill site by March 31, 2021. An undeniable progress for the Collectivity of Saint-Martin, user safety and quality electricity service in the event of a major hurricane.

SAS Tintamarre, newly created under the leadership of the Collectivity, will take charge of the fiber optic burying work (digital networks) still to be carried out over the next 3 years. The first projects will concern sections of the main and secondary road networks. A work schedule will be communicated.

The EEASM warns of the need to launch several projects to renovate water pipes and create sewerage networks in the coming months on the main road network. And to point out that in view of the dilapidated pipes, SAUR Saint-Martin is forced to intervene on regular breaks, up to 3 interventions per day on average, which is not without disturbing road traffic.

Anxious to be able to complete all of these projects, President Daniel Gibbs demanded that this work be carried out as much as possible at night with the installation of diversions.

The president asks the operators to coordinate among themselves for a better efficiency of action. Each operator must give the Authority its work schedule as soon as possible and inform the DGA of the Living Environment Delegation of any intervention on the public network to obtain proper authorization.
