Régine PAM, sub-prefect, was appointed secretary general of the prefecture of Saint-Barthélemy and Saint-Martin by decree of the president of the republic of November 17, 2017.

Professor of physics for the first 6 years of her career, she turned to communication on scientific research for 10 years then specialized in natural risk prevention. Risk prevention engineer, she has contributed to numerous works relating to the prevention of natural risks and the management of major crises. Ms. PAM joined the prefect in April 2014 with a first post of sub-prefect in charge of the mission with the prefect of the Guadeloupe Region. For two and a half years, she was particularly mobilized to support city policy and draw up the city contract for the priority districts of Saint-Martin. In December 2, Régine PAM, sub-prefect, was appointed chief of staff to the prefect of Haut-Rhin in Alsace. A year later, this December 2016, she took up her post in Saint-Martin to occupy the post of general secretary of the prefecture. The general secretary assists the prefect in the exercise of her general missions. Under the authority of the prefect, she ensures the conduct of inter-ministerial policies, the management of major departmental files and the impetus given to State actions in the territory.
