In the introduction of the discussions, the prefect Serge Gouteyron who had already spoken on the radio alongside Cédrik André to talk about the challenges of the revision of the PPRN earlier in the day, confided that today “all the conditions [were] gathered to work in serenity and constructively ”. The president of the Collectivity present at his side, declared for his part that the representative of the State "had kept his commitments" in this second phase of revision of the PPRN by "going to the neighborhoods by not presenting any document without having to consulted the population ”and having started to work with its teams on the basis of“ the 2011 PPRN that the population knows and on the Lacroix report ”.

“The proposals go well beyond what is done in mainland France because they take into account the specificities of Saint-Martin. These proposals are those that elected officials and the population expressed to the two inspectors general of the Lacroix mission, ”insisted the prefect. "As I said on the radio with Cédrik André, we are no longer in this time to put the foot on the brake, we must put the foot on the accelerator and cooperate with the community," he said. he adds.
