PPRN: its revision is still under discussion in Paris

Last December, the Overseas Minister agreed to suspend the procedure for reviewing the natural risk prevention plan (PPRN) of Saint-Martin and decided to send a mission with a view to making corrections to the plan and regulations adopted in August 2019.

The mission, named Lacroix after the prefect who led it, came in January for ten days, met with individuals, socio-professionals and elected officials. Based on the observations and elements collected, it wrote a report or recommendations. This document was handed over as planned in mid-March to the French Overseas and Transition Ministries, who were the sponsors.

The two ministries then had to analyze these recommendations and suggest to the Deal or Saint-Martin environment department modifications in the drafting of the final version of the PPRN; the Deal remaining the author of the PPRN of Saint-Martin and the prefect of Saint-Martin the representative of the State implementing the document.

In December 2019, if the overseas ministry had agreed to suspend the procedure, it had also declared that it wanted the revised PPRN to take effect before the cyclone season 2020. But in the meantime the crisis has taken place covid-19, and all the files were put on standby, including that of the PPRN, the prefecture told representatives of the district councils.

The hurricane season having started and in the absence of information, the latter indeed requested an interview with the prefect to take stock of the situation. Sylvie Feucher agreed to meet them but being on the road in France, she would do so when she returned. However, she confirmed that meetings had again taken place in Paris between the ministries concerned and that she had not yet received the mission's report. (soualigapost.com)
