PPRN: Meeting of elected officials of the executive with the Lacroix mission

The president Daniel Gibbs and the members of the Executive Council of the Collectivity of Saint-Martin met, the day before yesterday, the Prefect Dominique Lacroix, general inspector of the administration, accompanied by Mr. Jean-François Desbouis, representing the General Council of the 'Environment and Sustainable Development (CGEDD), as part of the mission to revise the Natural Risk Prevention Plan (PPRN) in advance, commissioned by the State. 

This exchange was an opportunity for President Gibbs and his executive to expose the difficulties and tensions encountered by the territory facing the implementation of PPRN in advance and to propose solutions aimed at lifting certain restrictions and favoring prevention rather than the ban on building in highly exposed areas. 

Receptive to these issues and to the concern of the population living on the coast, the Prefect Lacroix indicated that his mission was free to meet local actors, identify with them the PPRN blocking points and propose amending solutions. 

With this in mind, it was agreed that a working session between the Lacroix mission, the elected officials and the Community Planning Department would be scheduled this week with the aim of identifying the stumbling blocks of the PPRN in advance and to initiate discussions aimed at remedying it. 

According to the information transmitted by the prefect Dominique Lacroix and Jean-François Desbouis, the objective of the mission is to initiate a work of concertation with the actors of Saint-Martin during the next ten days, in order to understand the expectations and to propose a new regulations, after March 15, 2020, the mission's closing date. 

President Daniel Gibbs and his elected officials now rely on the knowledge of the territory and the major risks of the Prefect Lacroix and his ability to listen, to support Saint-Martin in this review process and ultimately lead to a PPRN regulation which takes into account takes into account the realities of the territory and the expectations of our fellow citizens, while protecting the populations exposed.
