PPRN: The State wants to reassure the population and presents its new revision method

The first public meeting of the PPRN version 2021 took place on Tuesday evening at the Cité Scolaire. It was led by the Prefect, Serge Gouteyron and the agents of the Deal alongside President Daniel Gibbs.

The State services drew the lessons of the first procedure for revising the natural risk prevention plan: they showed more pedagogy and spoke in French and English. They explained the most important vocabulary (hazards, stakes, risk), specified their working method and above all they approached the question in a totally different way: “instead of seeing what is prohibited, we must see what is authorized , how we can rebuild if the risk is high, ”said Serge Gouteyron.

The basis of this new work is the report of the Lacroix mission. Based on the eight recommendations formulated, the Deal teams will revise the PPRN according to the new hazard (Irma). A new zoning and a new by-law will be drawn up in the coming weeks to be adopted and applied in mid-August of this year. To date, "no line of this new document has been written," the new head of the environment department has repeated. And the prefect hammered home: during the first four public meetings in the neighborhoods, the State services present “the main principles of a document which does not yet exist and which will be drawn up within the framework of the consultation”.

At the school campus and as they will do this evening in Quartier d'Orléans and next week in Marigot and Sandy Ground, the State services are therefore explaining their intentions and not their decisions. “The revised PPRN will not be a variant of 2019. We are starting from the PPRN of 2011,” they simply announced. Their approach is “to integrate the cyclonic risk that we can anticipate”.

The next meeting will take place this evening at 18 p.m. at the Collège de Quartier d'Orléans.
