POLICY: What did the old State / COM Development Contract contain?

The programming law of February 28, 2017 relating to real equality overseas established convergence plans aimed at reducing the development gaps between the territories and the mainland. The State thus signs a contract with each territory of a maximum duration of six years, specifying the projects to be carried out and their financing.

Yesterday afternoon the State signed with the COM the new one for 2020-2026.

The convergence contract in fact succeeds the State / Region or COM development contract. Back on the projects that had been identified.

Development contract 2011-2013

This first contract between the State and the COM was signed on December 23, 2010. It provided for projects amounting to 81,10 million euros, of which 30 million were contributed by the State, 30 million by the Community, 15,5 million through Europe.

It was "originally articulated around three political priorities defined in the 2010-2021 development plan," recalls the State in the 2014 document. The three priorities being the improvement of the living environment (water and public lighting) ), to ensure social cohesion (School city - RSMA - Training - Housing - Economic development) and to build infrastructures favoring economic development (medium cruise port terminal - Urban renewal of Marigot).

However, this contract could only be completed for 53% for financial reasons. Successive budget freezes reduced the state's share to 22,50 million and the COM did not have the means to contribute up to 30 million.

All the same, the school complex (100%), the renewal of public lighting (100%) and part of the drinking water infrastructure (88%), wastewater (27%), rainwater (23%).

Development contract 2014-2020

This second contract was articulated in two periods (2014-2017 and 2018-2020) with the same three priorities as the previous one. 80 million euros were to be invested: 39 million by the State, 28,75 million by the COM and 11,97 by Europe.

It was notably planned to build outlets in Grand Case, Marigot and Concordia. It was also acted to carry out a plan of development and prevention of floods (PAPI). It is also within the framework of the State / Com development contract that sports facilities were built in the districts, that the Galisbay gymnasium was renovated and natural sites developed before Irma. The document also stipulated that "an Ehpad will be built on the community's own funds and the development contract will contribute to its technical equipment".
