The four vice-presidents were elected by the members of the Territorial Council during the investiture ceremony on Sunday April 3 but did not receive their delegation until a week later, on April 11. According to the administrative procedure, the president of the Collectivity had to sign four territorial decrees delegating to Alain Richardson, Frantz Gumbs, Dominique Democrite-Louisy and Michel Petit.
1st Vice-President: Alain Richardson
Louis Mussington assigned Alain Richardson the duties of finance, taxation and economic development. This includes tax delegations; finance; economic development ; support and economic promotion, social economy, solidarity and innovation; strategies and forecasts; tourism ; green growth and blue economy.
Alain Richardson will notably be in charge of budgets, accounts and cash. He will develop and steer the COM's economic strategy, implement and monitor the "territorial plan for economic development, innovation and internationalisation". He will also have to lead the tax reform.
2nd vice-president: Frantz Gumbs
Frantz Gumbs is in charge of the Pôle Cadre de Vie, specifically policies related to urban planning, land use planning, land/real estate, housing, occupations of the public domain, infrastructures and networks, public constructions and management of the COM's heritage, water, climate/air/energy, management of coastal conservatory spaces and maintenance of green spaces, environment and cleanliness, architecture .
In particular, he will have to draw up and implement the Saint-Martin urban planning and development plan, the local urban planning and housing plan as well as the territorial waste treatment plan, pilot the multi-year program of the energy, draw up the energy code.
3rd vice-president: Dominique Democrite-Louisy
Louis Mussington entrusted Dominique Democrite-Louisy with matters related to human development (employment, apprenticeship, professional training, cultural action and major events, sports, youth, community life, city policy and neighborhood life, local democracy and citizen participation, citizens' rights, education and extracurricular activities, student life/success and university promotion).
Dominique Democrite-Louisy will notably have to steer the employment access policies, the contract for the territorial development plan for training, develop the cultural and event policy of the Collectivity, the sports policy of the COM, the implementation of the contract of town. It is also in contact with the CTOS.
4th vice-president: Michel Petit
Michel Petit is in charge of the Solidarity and Family Division, which covers health policies, social and medico-social development, policies relating to children and families, personal autonomy, integration and housing, the fight against benefit fraud.
In particular, it will steer and develop Solidarity plans, policies for the elderly and disabled, policies for the prevention of rental evictions, the territorial plan for access to housing for disadvantaged people. It will oversee grants to associations for social action.
