"Many of you relay most of my parliamentary activity since September 2014 and for some of you, my activities as elected officials for over twenty years.
But, you will allow me, I am sure, to do a little retrospective of the past year on my activities as a Senator.
It is worth remembering that part of the work of parliamentarians is done in its territory, and the other, the essential, is done in Paris, mainly for legislative activity and control of action. of the government. Thus, 86 texts including 40 proposals of senatorial origin were examined by the Senate in 2019.

The law relating to the organization and transformation of the health system, famous for having put an end, and it was high time, to the "numerus clausus" but, which should only have full effect in a ten years, time necessary for the training of future doctors.
This text has simplified the law for practitioners with a foreign diploma outside the European Union (PADHUE), which should have a positive impact on the capacity of establishments in Saint Martin to recruit doctors.
The text also establishes in its article 13, the telehealth practice of distance care using information and communication technologies which connects a patient with one or more health professionals, pharmacists or medical auxiliaries.
Complementary to telemedicine, this device could also prove useful in an island territory like ours.
In the social field, I would like to highlight the adoption of the law to promote the recognition of caregivers.
Thus, the employee-caregiver can now receive a daily allowance paid by his employer for the days when he must be absent. The law also secures the caregiver's social rights, by standardizing situations and by issuing a caregiver card.
I had spoken in general discussion on this text for my parliamentary group, the RDSE, which had voted unanimously in favor of its adoption.
Like every year, the budget texts were also highlights of the parliamentary year.
In November, I spoke at length on the Social Security Financing Project (PLFSS) for 2020, examined by the Social Affairs Committee which I recall, I am Vice-President. The debates during the session were spread over 6 days, sometimes nights included, and I did my best.
I would like to emphasize that, as in 2018, we obtained the maintenance of the provisions of the Economic Development Law for the Overseas Territories (LODEOM) for businesses in the territory, which the Government wanted to align with the general, less protective regime .
This result and I want to remind you here was only possible thanks to a collaborative work between the parliamentarians, with Maitre Sandrine JABOULEY, CCISM counsel, Michel VOGEL and the socio-pros of Saint Martin.
The year ended with the examination of the draft Finance Law for 2020.
Again, I intervened on several missions, in particular “Solidarity, integration and equal opportunities”, which includes the activity bonus and the Disabled Adult Allowance (AAH) and on the “Overseas” mission, whose credits remain overall stable compared to the previous year.
On these questions of solidarity and integration, I became the referent for my group the RDSE, witness my report co-produced with my colleague from Deux Sèvres jean marie MORISSET: Report # 624 on emergency accommodation.
Finally, I will quote another text directly concerning Saint-Martin, that of the bill ratifying the ordinance of March 27, 2019 relating to the penal and penal procedure provisions of the town planning code of Saint-Martin. This law usefully complements our town planning code with a criminal section based on the provisions of national law.
It is a subject that I know particularly well for having precisely implemented this code of town planning when I was vice-president of the community responsible for the sustainable development pole, which integrates skills in housing, construction and town planning, work carried out under the benevolent gaze of Mr. BAFFERT, specialist in the field.
I could have cited other large texts, such as the law for a school of trust or the law on orientation of mobility, but which impact our territory to a lesser extent.
I also had the opportunity to speak twice directly to the Minister of Solidarity and Health, during sessions of current issues to the Government.
The first in April last on food security in nursing homes, the second on the situation of the Saint-Martin hospital.
But in addition to the work in meetings and in committee, I was also very active in the delegations.
With the business delegation, I made several field visits, the most recent of which was in Aisne on October 24. With my colleagues, we met and exchanged in the field with business leaders. I retain from it very enriching exchanges which usefully nourished our reflections in the Senate.
Since the start of the 2019 school year, I have also joined the Senate delegation for women's rights.
I am very happy to have joined this delegation to become even more involved in issues relating to the rights of women and the violence they face on a daily basis.
Finally, I am of course an active member of the overseas delegation, for which I have made the second part of my report on major natural risks, devoted to the reconstruction and resilience of territories and populations, making following the first part published in 2018 "declared emergency overseas". Over two years, this represents dozens of hearings, meetings or even field visits.
I would like to take this opportunity to remind you that during the two trips of the senatorial mission to Saint Martin, I had placed particular emphasis on the place of the press in alert systems and you were sensitive to this mark of attention.
How can I not thank the President of the Senate Gérard Larcher, and that of the Michel Magras delegation, for the confidence and support that have been shown to me throughout this difficult and demanding role of rapporteur-coordinator.
May they find through these thanks the expression of my deep gratitude: my rapporteurs: Victoire Jasmin, Mathieu DARNAUD, JF RAPIN and A. ASSANI have done a remarkable job with me and the report presented to the association of ultra elected officials sailors on the sidelines of the Mayors' Congress in November 2019 was unanimously praised for the relevance of the analysis, for the quality and richness of the recommendations.
This report was awaited by the government and will serve as a reference for the future government law on climate risks.
Despite all these responsibilities, missions and travel, I had to play a fundamental role in my capacity as rapporteur of the CNPEOM and the animation with the vice-president Yawo NUYADZI of a segment relating to the absence of statistical data for a certain number of ultra-marine areas including St Martin: this report was presented by me and adopted in October 2019 during the last plenary of the CNPEOM held in the National Assembly in the presence of the deputy Claire Guyon Firmin.
So you see that I am an active parliamentarian in Paris, who also strives to be a relay on its territory, by ensuring meetings at my office with residents, associations or companies who wish to meet me.
I am also in constant contact with the various institutional representatives that are the territorial council, the prefecture, the gendarmerie, the CCI and many others.
I also go as much as possible to different events and ceremonies that enliven the life of our neighborhoods, to speak or exchange freely and spontaneously with those I meet.
I am of course at the disposal of the radio, written and television press, and I try as much as possible to always honor your requests.
However, I appreciate the difficulty of not having been able to communicate enough with the local executive and having to refer a little too often to my intimate conviction.
The essential collaborative work is still too rare, segmented or fragmented, despite the regular transmission of all my legislative activity upstream, during and after.
