Philippe Michaux, vice-president of the regional construction federation of Guadeloupe, and Thierry Velu, president of the NGO Groupe de Secours Catastrophe Français speak on the current situation in Saint-Martin.

After a terrible summer for the northern islands marked by several hurricanes, what about the government's promises? Matignon had promised to grant significant sums for the reconstruction of infrastructures. Beyond the previously unfulfilled promises, how can we conceive of a reconstruction which is able to cover the needs of the population but which moreover leaves them no longer destitute in the face of new climatic phenomena of this magnitude?

Thierry Velu, firefighter and president of the NGO Groupe de Secours Catastrophe Français, draws up an alarming observation of the current situation in Saint Martin: “The people who suffered this hurricane are still in the same state as they are today. a few months, except that electricity has returned and the majority of drinking water has returned. ” Indeed, he notes that there are "more and more totally destitute people" and "who were not insured and who have nothing", because in particular "the delivery of reconstruction materials is very slow on the island". Mr. Velu is not optimistic for the economic future of Saint Martin: “Given that it is an island of tourism, you have a lot of people who are now unemployed and who will enter a precarious situation which will increase. "

Philippe Michaux, engineer and vice-president of the regional construction federation of Guadeloupe also adds that "many had built without building permits, they were in an illegal situation, they are on the floor and we are not going to watch them die". But what about the financial aid delivered to the population? Mr. Michaux indicates that "the disbursements are mainly related to insurance procedures, and it is clear that the insurances, despite the commitments, have lagged a little". And for the uninsured: "A certain number of emergency funds have been put in place, have been issued, whether by the State, but even by the Guadeloupe region".
