The Collectivity wishes to develop a forward-looking management of jobs and territorial skills (GPECT) on its territory which will lead to "a coordinated approach of companies and local players intended to anticipate and support the economic changes of the Saint-Saint-Laurent collectivity. The objective is to "strengthen the employability of the population" through "training actions bringing the skills of employees and job seekers closer to the needs of companies". “This approach is currently non-existent in the territory of Saint-Martin. To do this, the COM will be accompanied by a consulting firm based in Paris, Terre d'Avance. This support will take place in two main stages: phase 1 corresponding to the diagnosis and definition of the issues, phase two to the development of an action plan.

Terre d'Avance should in particular "initiate a local territorial dialogue with a view to determining the major territorial trends that are emerging (economic situation, vectors and prospects for development, business needs in skills, competences or adapted / unsuitable qualifications, deficiencies or sources of employment, measurement of gaps, etc.) and to identify issues that are objectified and shared by all the partners (elected officials, professional branches, employment centers, local missions, etc.) ”.
