Bank charges, insurance, mutual insurance ...: What changes on January 1, 2017

French households will undergo, from January 1, 2017, a series of changes impacting their daily life ... and especially their portfolio. You might as well be honest straight away: the start of the year will be complicated for everyone.

Bank charges increase

Account management, displaced withdrawals (withdrawals made in an ATM not belonging to the customer's bank network), contributions for bank cards ... bank rates will increase in 2017. This increase, the average of which is estimated at 13%, results in particular from negative ECB rates, which force banks to find money other than through their usual interest margins. They now favor commission income over interest income.

Insurance rate increases

According to a study by Les Echos compiling different data, insurance prices for an automobile will increase by between 0,5 and 2,5%, due, in part, to the increase in repair costs. For housing, expect an even higher price (between 1 and 4% on average). The main reason ? The floods occurred in May-June.

Increase in mutual insurance rates

Consultation with the attending physician at 25 euros, generalization of complementary company health insurance… mutuals must increase the price of health insurance. And make their members feel it. Count on average increases of 2 to 4% for individual contracts, and 3 to 5% on the collective.

Gas price increase

The information was revealed by Le Figaro on December 5. The start of the new year should also rhyme with rising gas prices. + 5,3% on average think they know the daily. The rise in supply costs and the less favorable tax system are at stake.

A small increase in the minimum wage

The hourly minimum wage will drop from 9,67 to 9,76 euros gross, for a total of 11 euros net per month in addition for a full time.

Work law: the serious things begin

Article 8 of the labor law (former article 2), at the heart of the dispute, and article 9 will be applied from January 1, 2017. Among the planned changes, the company agreement will now take precedence over the branch agreement. More anecdotal but no less interesting: the employee will now be able to take paid leave as soon as he is hired, subject to agreement with the employer.

RSA on the Internet

The request for Active Solidarity Income (RSA) will be made via the website of the Family Allowance Fund without having to provide proof. And the amount will be adjusted every three months.

Price of stamps: it is also increasing

La Poste announced it on July 29. Mail rates will increase by 3,1% on average starting in January. The green stamp will drop from 70 to 73 cents and the priority letter from 80 to 85 cents. The Colissimo, they do not move.

More plastic bags in some departments

The very fine plastic bags, already banned from the boxes of shops since July, will be from the fruit and vegetable shelves. Bags made of a plastic starch mixture, paper, fabric or thick plastic are allowed.

Divorce: quickly, well done

The new divorce by mutual consent is also coming. The major development concerns the presence of the family affairs judge, who will no longer be compulsory. From now on, one of the spouses' lawyers will be responsible for drafting the divorce agreement, then forwards it to a notary. The procedure will therefore be simplified and, above all, made less time-consuming. A divorce can be ratified in two weeks.

Tinted windows, it's over

They had become the dread of the police force responsible for carrying out road checks. Tinted windows are now prohibited. More specifically, the minimum authorized transparency rate for windshield and side windows is now increased to 70%. In the event of an offense, the penalties provided are heavy: a ticket of 135 euros (reduced to 90 euros) and a withdrawal of three points on the driving license.

Car license: faster and cheaper training

Candidates for a driving license can be trained on a vehicle equipped with an automatic transmission. In this case, a minimum of thirteen hours of driving instruction will be required before taking the final exam. Currently, at least twenty hours of practice are compulsory for students trained on manual gearbox.

More pesticides on the market

Pesticides, fungicides and insecticides will no longer be sold over the counter. And they can no longer be used for the maintenance of public spaces, with the exception of sports fields and cemeteries.

Leave to help a loved one

Employees who help a sick, elderly or disabled relative can benefit from a leave of absence without pay for a period of three months, renewable once, without having to prove that they are related.

Start of third-party payment with the doctor

Doctors will not be able to refuse pregnant women and people suffering from a long-term ailment exemption in advance from costs reimbursed by the Social Security (this will be the case in November for everyone). They will keep the choice to apply the third party payment for the mutual part.

Companies will have to denounce their employees

Companies must communicate the names of their employees who have committed a traffic violation with company vehicles. _AF
