Environment: Establishment of the scientific council for natural heritage in Saint-Martin

The Territorial Natural Heritage Scientific Council was created last Thursday in Saint-Martin. It is made compulsory by law for the reconquest of biodiversity, nature and landscapes but until then, the territory of Saint-Martin was covered by that of Guadeloupe. However, the change of status required the creation of this body in Saint-Martin.

The CSTPN may be contacted for an opinion by the regional prefect or by the president of the Collectivity of Saint-Martin on any question relating to the inventory and conservation of the natural heritage.

It is made up of nineteen members whose names selected by the prefecture following a call for candidates were submitted for opinion to the territorial council last July. Almost unanimously, the elected officials present or representatives had abstained, Jean-Raymond Benjamin had voted against the approval of this list then made up of twenty names.

“We don't know these people except for one [Anne-Marie Bouillé who worked in the COM environment service, editor's note]. Giving an opinion to this list does not make sense if we do not know the people, ”commented Jules Charville, territorial adviser to the opposition. Ironically, the final composition of the CSTPN no longer includes Anne-Marie Bouillé, who is in charge of the mission at the Conservatoire du Littoral.

In a press release published the day after the decision of the Territorial Council, the prefecture said "take note" and recalled that the COM had been invited to participate in the selection of candidates but had not responded to the invitation.

The scientific board is made up of: Nicolas Barre, Océane Beaufort, Jean-François Bernard, Jeffrey Bernus, Etienne Bezault, Claude Bouchon, Yolande Bouchon-Navarro, Emmanuel Briant, Julien Chalifour, Damien Chevalier, Gilles Leblond, Luc Legendre, Yoann Legendre, Félix Lurel, Yves Mazabraud, François Meurgey, Pierre-Yves Pascal, Caroline Rinaldi and Michel Vely. They are appointed for a period of five years.
