By decree, the new territorial safeguard plan (PTS) of Saint-Martin was approved and applied on March 22, 2020. It defines "the organization provided by the COM to ensure alert, information, protection and support of the population with regard to known risks ”.

“The PTS is the local link in civil security. It is a complementary tool that is compatible with the organization plans of the civil security response (Orsec plans) and therefore strengthens the general organization of emergency services. It brings together all of the COM's competence documents to provide a local response to any civil security event, ”explains President Daniel Gibbs. If the Orsec plan is triggered by the prefect, the PTS is triggered only by the president of the COM. It can be used to deal with an event affecting part of the territory or as part of a relief operation of a particular scale requiring a large mobilization of resources.

The territorial plan for the safeguard of Saint-Martin includes 31 action sheets classified into three categories:

7 “information” sheets: hazard map, general alert diagram, geographic areas of competence, regional information document on major risks, etc.

10 “management” sheets: flood / cyclone, seismic, tsunami, sanitary, sargassum algae stranding, natural post-event management, etc. risks.

14 “contact” sheets: State services, COM, tourist accommodation, media, various companies, personal   vulnerable people, health workers, recipients of Météo France bulletins, prefecture alerts, etc.

In the majority of cases, the alert is sent to the president of the Collectivity by the prefect via different means depending on the event: phone call, email, SMS. The dissemination of the alert comprises two phases: The alert of members of the territorial organization, then the alert of the populations via the media, megaphones, loudspeakers of territorial police vehicles, etc.
