"The passage of Irma has highlighted the fragility of the territory and the vulnerabilities which must be addressed to allow the lasting renaissance of the territory", declared the Head of State on Sunday morning; weaknesses which are not, according to him, "only due to Irma". Emmanuel Macron thus wants to "strengthen the territory's capacity to face natural risks" and "not reproduce" which has led to this "vulnerability".
Firstly, "it is necessary to define the dangerous zones and it is the State which is competent" to do so. The new maps which will combine cyclone, tsunami and earthquake risks will be presented by the end of the year. "The public inquiry will take place in the second half of 2019 and the new risk plan (natural - PRPRN) will be approved at the end of 2019," announced Emmanuel Macron.
Secondly, "respect for these dangerous zones must be reinforced". And for that, a new control commission was set up by the prefect and the prosecutor.
