Employment: The Collectivity introduces a social inclusion clause in its public contracts

Strong in its desire to take concrete action in favor of people who are unemployed or seeking integration, the Collectivité of Saint-Martin has decided to include in its public contracts a clause relating to the professional integration of people in difficulty. 

In order to fight effectively against unemployment, the Collectivity of Saint-Martin is mobilizing new levers to act on local employment. The inclusion of a social and professional integration clause makes it possible to reserve working hours for people encountering particular difficulties in accessing or returning to employment within the framework of the execution of contracts, public contracts and concessions under the public procurement code. For the 3 flagship projects alone, the construction of colleges 600 and 900 and the rehabilitation of the media library, 18 hours will be devoted to social integration. 

Long-term job seekers, young people with no qualifications or professional experience, people benefiting from minimum social benefits, people recognized as disabled workers, people on the path to integration, but also unemployed women and young people in employment. difficulty, unemployed, out of the school system, are targeted by this system.  

During the workshops initiated within the framework of the implementation of the Provisional Management of Employment and Territorial Skills (GPECT), last October, the Collectivity dedicated a workshop to the social inclusion clause which made it possible to collectively specify needs. The integration clause can benefit Integration Workshops and Workshops (ACI), Intermediate Associations (AI), Integration Companies (EI) and Temporary Integration Work Companies (ETTI) and GIEQ. Work on the introduction of this clause is being finalized. The insertion clause thus becomes a condition of performance of the contract. The Collectivity will ask the holder of the public contract to reserve working hours for the public in integration. As the President Daniel Gibbs indicated during the work on the GPECT: “The Collectivity is initiating this new system with the aim of promoting the professional integration of people who are unable to acquire a position in an ordinary environment or in adapted company ”.
