EMPLOYMENT-TRAINING: Elected officials request the State to set up an RSMA branch from Guadeloupe in Saint-Martin by 2024

During the Executive Council of January 19, the elected officials expressed the wish of the need to create, in Saint-Martin by 2024, an establishment of the Adapted Military Service Regiment of Guadeloupe.

The Adapted Military Service (SMA) is a military system for socio-professional integration created in 1961 for the benefit of young people from overseas, aged 18 to 25, far from qualification and the job market. It provides a targeted response to exclusion, unemployment, desocialization and illiteracy in overseas territories.

The main mission of the SMA is therefore to facilitate the integration into active life of young adults, volunteers, in a situation of failure and/or in the process of marginalization residing in the seven overseas departments and communities which benefit from this device. The latter is essentially co-financed by the State and by the European Social Fund (ESF, national programme). In just over sixty years, 150 young people have been trained by the SMA.

The SMA is placed under the authority of the Ministry of Overseas Territories, which defines the guidelines, objectives and methods of its integration mission.

In 2022, the SMA integration rate reached 81%, compared to 77% in 2017. Deployed in Martinique-Guadeloupe-Guyane (1961), Reunion (1965), New Caledonia (1986), Mayotte (1988 ) and in French Polynesia (1989), but not in Saint-Martin, the SMA initially planned to accommodate 3 young people was maintained and reinforced in 000, following the suspension of compulsory military service. It is able to accommodate 1996 beneficiaries each year, following the implementation, over the 6-000 period, of the “SMA 2012” Plan (2017) which aimed to double the number of beneficiaries.

In 2017, the SMA thus welcomed 6 young people (“volunteer trainees” + “volunteer technicians”). After a significant drop observed between 010 (2018) and 5 (970), the number of recruitments rose again in 2020 (4), confirmed in 193, with 2021 interns.

The implementation, under the status of professional training company, of an annex to the Guadeloupe RSMA on the Territory in 2024 is a priority for the Territorial Authority and elected officials.

The Collectivity of Saint-Martin will, moreover, ask that the file be addressed within the framework of the Interministerial Committee for Overseas Territories (CIOM) to come; a form has already been sent to the Prefecture on the subject.

Such an initiative, based on the principles of national solidarity and equality between the Territories, could indeed allow:

1- Fill the aforementioned local skills gap;

2- To develop and promote qualities of behavior and know-how likely to strongly guarantee the employability of the beneficiaries;

3- To consolidate French sovereignty in the area, while installing "pre-positioned military forces", useful in the event of a natural disaster.

A professional training company based in Saint-Martin could assume three or four training courses, in relation to territorial needs. The following fields would be affected:

– Public works, in connection with the imperative of retrofitting in terms of structuring equipment and with the requirements of paraseismic and anti-cyclonic (re)construction;

– Tourism, by capitalizing on the Saint-Martin asset of multilingualism;

– Blue Economy (particularly boating);

– Green Economy: cf. professions related to environmental management, in line with COM's desire to recover this skill by 2027.

In view of the above-mentioned characteristics of the system, a local establishment of the SMA will offer Saint-Martin youth who have dropped out of school a real and second chance of social and professional integration.

At this stage, training 85 young Saint-Martinois per year would therefore be a realistic objective, and a figure corresponding to the “critical size” to accommodate an RSMA company.

In addition, the establishment, in Saint-Martin, of an antenna of the RSMA of Guadeloupe would have a moderate net budgetary cost for the public authorities in general and for the State in particular.

Finally, the establishment of this structure in 2024 will be facilitated by the establishment of partnerships:

– At the national level, Pôle Emploi and the overseas mobility agency (LADOM) are the main partners of the SMA;

– At the local level, agreements are intended to govern the relations of the regiments with the regional directorates of Pôle Emploi, the Local Missions, the Rectorate (in this case, the Vice-Rectorate of Saint-Martin), the local authorities, the consular chambers and training organizations.
