In the United States, the two states of Carolina present the highest risk of flooding, said the NHC, with from 13 cm to 25 cm of rain and waves from 1,2 m to more than 2 m high.

Dorian's eye must pass "near or above" their ribs between Thursday and Friday morning. Several million people have been ordered to evacuate threatened areas in the United States.
