As part of the containment measures, Christophe Castaner, Minister of the Interior, announced the availability of a digital device for a derogatory displacement certificate, in addition to the still valid paper device. This service will be available online on the website of the Ministry of the Interior.
The device will be accessible from Monday, April 6
Its primary objectives are:
- For fellow citizens: provide a new capacity for producing simple and secure certificates;
- For law enforcement agencies: secure control through the ability to remotely read the information on the document, by reading a QR Code.
The form available online on the website of the Ministry of the Interior will provide information on identity, address, reason for leaving, as well as the date and time.
A PDF file including all the information and in the image of the paper version is then generated. This document automatically includes a QR Code including all of the data in the form, as well as the date and time of generation of the document.
This file must be presented in digital form during a check using a smartphone or a digital tablet.
This service is not a processing of personal data. It is a faithful translation of the declaration system in paper format: no data entered is transmitted to the Government's servers. The data entered is only used to generate the certificate in digital form locally on the user's device.
This service has been designed to be easy to use by people with disabilities, by applying the rules defined by the RGAA standard (General accessibility standard for administrations).
This service is accessible on any type of mobile terminal (smartphone or tablet) through a relatively recent browser.
An online form was preferred to the creation of an application available on mobile application stores. The form solution appeared to be simpler to use for the greatest number and makes it possible to facilitate any updates in the event that the certificate evolves.
