Territorial Council: A 2022 budget adopted more by default than by conviction

The 23 elected members of the territorial council met last Friday to deliberate on several points finalizing the setting up of the new team and above all to vote on the initial budget 2022.

According to the law, the budget of the Collectivity must be adopted before March 31. During election years, an exemption is granted so that it is a little later in order to allow time for the newly elected team to draw it up. At least to finalize it.

Indeed, the agents of the Collectivity prepare it upstream and adjust it with the new majority according to the projects that it wishes to put in place during its first year of office.

COM President Louis Mussington thus indicated that the 2022 budget was part of “continuity”, “the two weeks not having been sufficient to carry out a detailed analysis”. "We are therefore forced to reproduce almost identically the budget prepared for many months under the former term of office," he said. Nevertheless, he assured that his team “will redouble their efforts and return to the territorial council to present the budgetary modifications which [them] will allow them to meet [their] political ambition”. 

The budget amounts to some 151 million euros in the operating section and 69 million in the investment section.

Jules Charville said he regretted not “finding funds allocated for a project for which [the Rassemblement Saint-Martinois Alternative] campaigned”. And to cite as an example the financing for the acquisition of the land to accommodate the new Ehpad. The leader of Generation Hope also lamented that five years after Irma, "only 2,5 million euros are allocated to cultural and sports buildings" that the rehabilitation of the Albéric Richards stadium in Sandy-Ground is still not scheduled this year. .

In addition, criticisms have been made on the form. The members of Team Gibbs regretted having received a corrected version of the budget the day before in the late afternoon, which left them little time to re-examine the document and understand the modifications.

This remark was also made by Julien Gumbs, president of the Economic, Social and Cultural Council (CESC), a body that must be consulted by the territorial council on the subject of the budget. Julien Gumbs also confided that a more detailed presentation with Power Point support would have been appreciated.

In the end, the 2022 primitive budget was passed by the majority 16 territorial councilors and the two Generation Hope, Team Gibbs councilors abstained.
