The Prefecture records the abstention vote of the Territorial Council of Wednesday July 16 relating to the choice of candidates to compose the CSTPN.

The Collectivity of Saint-Martin was requested in December 2018

In a letter of December 20, 2018 addressed to the President of the Collectivity of Saint-Martin, the Department of Environment, Planning and Housing (DEAL) asked the executive of the Collectivity of Saint-Martin to participate in the selection stages of CSTPN members. The call for candidates was posted on the DEAL website from December 15, 2018 to February 15, 2019. The State services asked the Collectivity of Saint-Martin to take part in this process by:

- publishing the elements of the call for applications dossier on its website;

- by participating in the selection of scientific members of the CSTPN. The Collectivity of Saint-Martin did not respond to the DEAL on these two points, despite multiple reminders from January 15, 2019.

A first analysis of the applications was sent for opinion and comments on March 19, 2019 to the Collectivity of Saint-Martin, which did not respond.

• What is CSTPN?

Initially competent for Guadeloupe and the territory of the Collectivity of Saint-Martin, a Regional Scientific Council for Natural Heritage (CSRPN) was created in 1994.

On the occasion of the renewal of its members which took place on April 22, 2019 in accordance with the prefectural decree of April 22, 2014 as amended, it was decided to create the CSTPN of Saint-Martin.

From December 15, 2018 to February 15, 2019, the DEAL launched a call for candidates of scientific experts and specialists from research, teaching, management and restoration of natural spaces as well as knowledge, monitoring and observation of biodiversity in order to set up this CSTPN.

The members of the CSTPN are appointed by the Prefect, on the proposal of the director of the DEAL, after consulting the Territorial Council of Saint-Martin.
