Conflict: Water restored to Lowlands!

Resumption of management of water production, distribution and  the treatment of wastewater, in Saint Martin, by SAUR since December 2018 leads to modifications in the relations that the ASL des Terres Basses usually had with VEOLIA.

The contract between the Collectivity, represented by the Establishment of Water and Sanitation of San Marino (EEASM), and the SAUR provides that the interventions of the SAUR are limited to the public domain and that the pipes under private roads remain at the responsibility of the owners of private roads.

In the Lowlands area is the Wastewater Treatment Plant (STEP) at the Pointe des Canonniers.

Wastewater arrives at the factory via a pipeline that crosses the Lowlands.

To operate the WWTP needs water.

When the WWTP was built in its current form (1993-1996), Europe financed the Station and the two pipes which are essential for it to function.

Générale des Eaux then self-financed, from the STEP water pipe, a drinking water distribution network which today serves some villas, but not all, subscribed to the water service.

The water pipe that crosses the TB is in a pitiful state and often experiences breaks.

Recently, on April 14, a water leak of 350 M3 of water / day appeared on Jungle Road.

SAUR refused to intervene considering that it would not intervene in the private domain, in accordance with its contract.

Days have passed and the water has passed, lost.

ASL met with SAUR who persisted in not wanting to repair the leak without an order from the EEASM, which is logical in relation to the SAUR / EEASM contract.

To clearly demonstrate its determination to distinguish the public from the private sector, SAUR installed a general counter at the entrance to the TBs in order to quantify the water distributed and unpaid (leaks and fraudsters), making the difference in consumption between that displayed on the general counter and the sum of consumption recorded on individual meters. The gap constituting leaks and fraud.

After a fruitful meeting with the SAUR Regional Director on April 19, the pipe was exceptionally repaired, but the problem remains unresolved for future interventions.

ASL will  therefore very quickly initiate negotiations with the EEASM, in order to normalize the situation while preserving the rights and interests of everyone.

The EASM and the SAUR are open to discussion in order to reach a fair agreement which should be concluded quickly.
