COVID-19 / NEW MODALITIES OF TRANSPORT
Following the Prime Minister's speech and the announcements to strengthen measures in the fight against covid, decree n ° 2021-31 of January 15, 2021 modifies the rules of transport between the metropolis and the overseas territories, as well as French Caribbean inter-island trips. An order of the Prefect of Guadeloupe and representative of the State in the Collectivities of Saint-Barthélemy and Saint-Martin, dated January 16, 2021, applicable to the northern islands, clarifies the new provisions.
Only the PCR test is now accepted for all travelers with the exception of journeys between Saint-Martin and Saint Barthélemy.
Anyone eleven years of age or over, entering and leaving the territories of Saint-Martin and Saint-Barthélemy by air to or from Guadeloupe must present the result of a biological test for the detection of the SARS virus genome. VOC-2 of less than 72 hours not concluding to a contamination with covid-19. This must be done in the form of a PCR test and also applies to travelers in transit through Guadeloupe (to Martinique or Paris).
Passengers will also have to present to the airline company when they board a sworn statement certifying that they do not show symptoms of covid-19 infection and that they are unaware of having been in contact. with a confirmed case of covid within fourteen days before the flight. No measure is imposed during journeys between Saint-Martin and Saint Barthélemy but a PCR or antigen test is recommended for a stay of more than 3 days.
French inter-island trips to the Antilles remain subject to compelling reasons.
Travel by public air transport from or to Saint-Martin and Saint-Barthélemy within the framework of journeys with Guadeloupe, including in transit to Martinique, must be based on a compelling reason:
• personal or family,
• emergency health
• professional cannot be deferred.
Passengers must present a declaration on their honor mentioning the reason for their trip, accompanied by one or more documents to justify this reason (annex 2: to Saint-Barthélemy or Saint-Martin; annex 3: to destination of Guadeloupe). The attestation relating to Martinique will be available on the site of the Prefecture of Martinique.
Travelers from and to the metropolis
People traveling from the mainland, upon arrival in the territories of Saint-Martin and Saint-Barthélémy:
• must provide the negative result of a PCR test of less than 72 hours
• undertake to respect a seven-day isolation
• undertake to repeat a PCR test at the end of this period
Travelers heading to the mainland from Saint-Martin and Saint-Barthélemy must comply with the test obligation due to the rules for transit through Guadeloupe.
