Community: First Executive Council of the year 2018!

The first Executive Council of the year was held the day before yesterday at the community hotel. The President, Daniel Gibbs and five councilors were present at the table and deliberated on ten agenda items.

Partnership between the Food Bank of Guadeloupe and the community of Saint-Martin

Among the deliberations ratified on January 10, the advisers unanimously validated the terms of a partnership agreement between the Food Bank of Guadeloupe and the community. Indeed, following the passage of Hurricane Irma, the Guadeloupe food bank immediately undertook to provide food aid to the victims of Saint-Martin.

This agreement formalizes this partnership operated over several months, and describes the respective and mutual commitments of the two parties. Thus, the food bank was responsible for transporting foodstuffs consisting only of dry products to the port of Galisbay, in accordance with the hygiene rules in force, and the community distributed them to needy people referred by a social worker or according to the procedures defined by the decision-making bodies.

Anxious to encourage initiatives aimed at helping its citizens in difficulty or in a precarious situation, the Collectivity of Saint-Martin wished to give its full support to the Food Bank of Guadeloupe by signing this agreement and its 5 appendices in the interest of Saint-Martin families hard hit by Hurricane Irma.

An agreement with the Ministry of the Armed Forces for the organization of Defense and Citizenship Days

The Executive Council also voted unanimously to renew the agreement between the community of Saint-Martin and the National Service Center as part of Defense and Citizenship Days. This agreement is signed with the Ministry of the Armed Forces. The community thus undertakes to provide logistical support (premises, meals, equipment) to the organization of Defense and Citizenship Days on the territory of the community.

Aid for student mobility after the passage of Irma: € 644 in allocated funds, 000 beneficiary students

The territorial scholarship for higher education is a financial aid from the community granted to students on means-tested conditions. Following Hurricane Irma, the community decided to temporarily suspend the usual rules for granting scholarships and replace it for the 2017-2018 school and university year by implementing two flagship actions:

- The allocation of financial assistance to high school students who had to temporarily leave the territory due to the hurricane

- The increase in the amounts of the territorial grant for higher education.

These systems constitute aid for the benefit of Saint-Martin residents who, meeting the eligibility conditions, continue their schooling or wish to continue or resume higher education within the European Union.

These systems represent a total investment of € 644 for the community, 000% of which is covered by the European Social Fund. € 85 are charged to the Community. To date, 96 students have subscribed to this device and are benefiting from this assistance.

As a reminder :

Refund of the bus card to families who have educated their children outside the territory

It should be noted that by deliberation of Wednesday, November 22, 2017, the Executive Council voted for deliberation committing the community to reimburse the school transportation card for the 2017-2018 school year to families who have decided to send their children to school outside of the island, while they were enrolled in schools in the territory and they had subscribed to a bus card.

While these families affected by the disaster had to face unforeseen expenses to send their children out of the territory, the community decided to help them to reimburse the costs of transport "bus card" by administrative transfer to people in having made the request, for the 2017/2018 school year (in application of deliberation CE 77-12-2014 of July 8, 2014).

For information, a bus card costs € 140 per year per child and € 70 for the third child. Children attending school in Saint-Martin in 3-2017 using school transport are liable for the bus card.
