In accordance with article LO 6314-3 of the General Code of Territorial Collectivities (CGCT), the Collectivité of Saint-Martin has been entrusted with the competence of Road Traffic and Transport. No adequate structure had been put in place to accommodate missions relating to this skill.

By September 2021, the Collectivity will therefore create several infrastructures in the Carnival Village car park, including:

• An area where the platforms are essential for heavy vehicle and motorcycle licenses

• A technical control area isolated from heavy vehicles

• 150 parking spaces

• A fishing landing point

• A 12m health office2.

• An examination center that meets the safety conditions and regulatory requirements for the organization and continuity of the driving license in the territory.

The Galisbay car park will be fitted out as follows:

• Part of the car park (2000m2) will be reserved so that it is not developed.

• Rest areas and street furniture will be installed, enhanced by the creation of 3 to 4 carbets, the installation of tables and picnic benches for the public.

• A waiting area for 4 buses and 20 taxis will also be created, as well as 50 parking spaces for the public.

• Existing lighting will be retained and improved.

• Green spaces and the planting of local plant species will be set up to enhance the site.

• A signage of the spaces will be materialized.

The Executive Council approved the development of the Galisbay car park for this purpose at a cost of € 1 and to request the corresponding credits (up to 050% of the investment) under the Convergence Contract.

Particular attention will be paid to the choice of materials and furniture and respect for the environment.
